RAPPAPORT SWORN IN AS EDUCATION DEPARTMENT CFO

Donald Rappaport was sworn in as the chief financial officer (CFO) for the U.S. Education Department Tuesday, May 27.

Education Secretary Richard W. Riley said he is very pleased to have Rappaport join the department. "With nearly four decades of financial management and accounting experience and his outstanding record of accomplishments, Donald is a great addition to our team," said Riley.

The CFO reports directly to the Secretary of Education and is responsible for the departments's financial management. The CFO also provides guidance for grants, procurement activities and technical assistants for student aid programs.

Rappaport earned his auditing and financial management credentials with Price Waterhouse, rising to partner and to director of the firm's national service groups. While serving as an audit partner in Philadelphia, he handled private accounts including Scott Paper and Campbell Soup Companies.

In the public sector, he oversaw the development of the first budgeting and reporting system for a school district. serving as deputy superintendent for administration and finance for the Philadelphia School District. Rappaport also worked with the Detroit, Mich., Portland, Ore. and Oakland, Calif. school systems.

Since his retirement from Price Waterhouse, Rappaport served as the president of two registered mutual funds and a management consulting firm serving private business and the General Accounting Office.

Throughout his career, he has been active in numerous civic activities. He chaired the Pennsylvania State Board of Education and was a member of the Penn. Governor's Commission on Basic Education. He is presently the first Vice President of the Citizens Association of Georgetown.

Rappaport earned his B.A. at Yale University, a masters degree in economics and an M.B.A. in accounting from the University of Pennsylvania. He taught at the Massachusetts Institute of Technology School of Business, Georgetown School of Business, the University of Pennsylvania Warton School and Temple University.

Rapport lives in Washington, D.C. with his wife Susan. They have three daughters.

He was nominated by President Clinton January 6, 1997 and confirmed by the Senate May 23. The position of chief financial officer was created by the Chief Financial Officers Act of 1990 (P.L. 101576).
