ABSTRACT: The LIONS system is a database with on-line capabilities which permits the USAOs and EOUSA to compile, maintain and track information relating to defendants, crimes, criminal charges, court events, and witnesses.

PURPOSE: LIONS was established and is maintained to track cases and matters which are presented to and/or pursued by the USAOs. LIONS serves as a day to day management tool as well as a litigation aid and a review tool. By allowing the USAOs and EOUSA to summarize and analyze the cases pending and completed the USAOs and EOUSA can more efficiently promote the interests of the United States government.

ACCESS CONSTRAINTS: The magnetic tapes and discs which LIONS information is stored on are maintained in a secure vault at the Metropolitan Police Department Computer Center. In addition to the physical security safeguards, there is a twenty four hour patrol. The data display terminals are located in offices staffed by personnel during working hours. Access to the LIONS system is provided only to specific trained operators.

AGENCY PROGRAM: The USAOs are charged with the enforcement of United States law both civil and criminal in conjunction with the Department of Justice. EOUSA serves as a liaison between the 93 USAOs and the Department of Justice. Compilation and maintenance of summaries and statistical information is a valuable tool in pursuing the law enforcement goals of the United States government.

SOURCES OF DATA: The bulk of the information maintained in the LIONS system is obtained during the case intake and screening stage. Additional information is provided as the matter moves through subsequent proceedings.
