Problem to be Addressed

Limited awareness at the country level of the link between access to quality education and child labor, and limited sharing of experience across countries.

Project Objectives

Development Objective:  To contribute to the increased public awareness and increased capacity for action in selected APEC economies on the importance of moving children out of hazardous work and into education.  This was to be accomplished through the following immediate objectives:

  • At the end of the project, alliances will be built and strengthened at the national and regional level against child labor and in favor of education.

  • At the end of the project, national/local authorities, employers, social partners, educators, and especially children and families from affected communities have an increased capacity for joint and separate action against child labor and for education.

Summary of Activities

  • Built and strengthened alliances at the national and regional levels to combat child labor and promote universal access to free, quality education;

  • Increased awareness about child labor and the benefits of education, and mobilized national/local authorities, employers, and civil society for action to remove children from hazardous work and into educational settings;

  • Produced research and a publication on youth training and employment as a strategy against the WFCL.

Implementing Partners

The project worked with governments, trade unions, employer organizations, and local NGOs in the participating countries.  Highlights include:

Indonesia:  Ministry of National Education (MONE); National Planning Board; Indonesia Teachers Union, PT Taylor Nelson Softres Indonesia; local and provincial education offices

Mexico:  Ministry of Labor and Social Welfare; Ministry of Labour, Revolutionary Confederation of Peasants of Mexico (CROC); and Workers’ Confederation of Mexico (CTM).

Peru:  Ministry of Labor and Social Promotion; and Proteccion & Desarrollo

Philippines:  Department of Labor and Employment (DOLE);and Children's Laboratory for Drama In Education Foundation.

Thailand:  Ministry of Labor and Social Welfare; Ministry of Education; and National Council for Child and Youth Development.

Vietnam:  Ministry of Education and Training; Institute of Labor, Science and Social Affairs for Central and South Vietnam; Department for Communication and Education of the Vietnam Committee for Population, Families and Children; and Center for Community Sustainability & Advancement Promotion.
