E. Tracy Lewis Named as new Deputy Associate AdministratorFor GSA's Office of Enterprise Development

Washington, DC - E. Tracy Lewis has been selected as the new Deputy Associate Administrator for the Office of Enterprise Development at the General Services Administration (GSA). Mr. Lewis replaces Mirinda Jackson, who recently retired from GSA.

"The Federal government is very fortunate to attract someone with Tracy's talent and skills to help us meet the challenges of the 21st Century, and help us to better serve our small business customers," said Jackie Robinson, the current Associate Administrator for the Office of Enterprise Development (OED).

OED helps to develop legislation, regulations, preference programs, and subcontracting requirements that ensure a fair share of GSA business for small, disadvantaged, and woman-owned firms. It publicizes and explains these programs through conferences and seminars, educational activities, and small-business-targeted publications about GSA contracting procedures and opportunities. OED also provides liaison on small business matters between GSA and Congress, the Small Business Administration, and other agencies.

Mr. Lewis was the Chief Executive Officer of a successful Small Business�Strategic Learning Systems, based in Sterling, VA--that received many awards, including "Minority Business of the Year". In addition, he served in the capacity of National Project Director for a joint venture between the Departments of Justice, Defense, and Communities in Schools, Inc. The mission of the latter organization is to champion the connection of needed community resources with schools to help young people learn, stay in school, and prepare for life.

In connection with this initiative, Mr. Lewis was asked to join President Clinton and Secretary of Education Richard Riley on an international broadcast to discuss innovations in Educational Reform. In collaboration with General Colin Powell and America's Promise he assisted in establishing the first "School of Promise" in the nation (McFarland Middle School in Washington, DC). America's Promise is an organization whose goal is to pull together the resources of America's companies, public service groups, and children's service providers, to strengthen and build the character of the nation's youth.

Mr. Lewis has also been engaged in national research and policy analysis related to technology equity and access issues. He has been a faculty member at several universities and has been a consultant to small business owners nationwide.

Lewis attended the University of Pittsburgh for Doctorate studies, as well as Duquesne University Law School. He holds two Masters degrees: the first in Urban Planning/Public Administration and the second in Multicultural Education. He is married to Angela Lewis. They have a twelve year old daughter, Christina, and reside in Sterling, VA.
