FTS Releases Electronic Access Services RFP

The U.S. General Services Administration's Federal Telecommunications Service (FTS) has announced the release of the Request for Proposals (RFP) for a governmentwide acquisition of Commerce Internet and Electronic Mail Access (CINEMA) services. The acquisition will provide a single comprehensive source for electronic commerce, Internet services and electronic messaging including X.400 mail services. The contract will be available to all Federal agencies and authorized users nationwide. With the consolidation and standardization of multi-agency requirements, it is expected that substantial savings will be realized. This acquisition was initiated by the Interagency Management Council for Federal Telecommunications and the Government Information Technology Services' E-mail Steering Subcommittee.

This is a non-mandatory contract, that is expected to be awarded in early 1997. It has a maximum contractual value of $600 million and a base award of two years with three one-year options. Only commercially available services and features will be available under the contract and customers will obtain services by direct order through the contractor. The contract will encompass the 48 contiguous states plus Alaska, Hawaii, and the District of Columbia.
