GSA Publishes $65 B. Alliant and Alliant Small Business GWAC Draft RFPs

Washington, DC -- The U.S. General Services Administration (GSA), the federal government’s premier acquisition agency, today published  draft Requests for Proposals (RFP) for Alliant and Alliant Small Business (SB) information technology (IT), government-wide contracts (GWAC) valued at a maximum $65 billion over 10 years.

The Alliant GWACs are examples of the increased efficiencies evolving under GSA’s new Federal Acquisition Service policies, which will enable GSA to continue to be the government’s premier acquisition agency and to provide better value to taxpayers.

 “Alliant will increase government efficiency and effectiveness, providing the flexibility to support daily operations, infrastructure protection, anti-terrorism initiatives, development and marketing of emerging technologies,” said John Johnson, GSA’s Assistant Commissioner for Service Development and Delivery. “To the best of our knowledge, the $15 B. Alliant SB is the largest-ever federal set-aside contract for small businesses.”

The Alliant GWAC, valued at $50 billion, will be awarded to approximately 25-30 companies, using a full and open competition. Alliant SB, valued at $15 billion, will include approximately 40-60 awards. Services offered in both Alliant GWACs were identified through market research, technical analysis, and industry/client feedback.

The draft RFPs contain technical requirements in the context of the Department of Defense/Federal Enterprise Architecture (DoD/FEA), which provides a common framework within which to define IT requirements. GSA seeks feedback on the draft RFPs in numerous areas, including:

  • DoD/FEA alignment.
  • Clarity of requirements for offers
  • Alignment of labor categories and industry practices.
  • Minimum order size.

Comments on the draft RFPs, published in Federal Business Opportunities (http://www.fedbizopps.gov) are due by June 30. The final Alliant/Alliant SB RFPs will be published by October 2006, with contracts awarded by summer 2007.
