GSA Seeks Public Comment on Acquisition Regulation

Washington, DC—The U.S. General Services Administration (GSA) today announced the start of a comprehensive review of the GSA Acquisition Regulation (GSAR) – which includes GSA's Federal Acquisition Regulation (FAR) Supplement and non-regulatory internal agency acquisition policy – with the release of an Advance Notice of Proposed Rulemaking to notify interested parties and seek public comment.

The GSA Office of the Chief Acquisition Officer aims to make the GSAR more relevant to employees, clarify and centralize GSA acquisition policies, and provide a foundation for Acquisition Excellence at the agency.  Sections of the GSAR may be in need of revisions to improve clarity and simplify procedures.  Specifically, the agency is requesting public comment from industry, government officials and the general public on which parts of the GSAR:

• Need clarification to provide consistency with the FAR;
• Are duplicative of the FAR or create inconsistencies within the GSAR;Have become irrelevant because of changes in technology or business processes;
• Create unnecessary administrative burdens that can be streamlined or simplified;
• Need to be revised to provide new and/or augmented coverage;
• Unnecessarily impose an adverse significant economic impact on a substantial number of small entities.
• Comments are due to GSA by April 17, 2006.
