Rafael Borras Selected to Head GSA's Mid-Atlantic Region

David J. Barram, Administrator of the U.S. General Services Administration (GSA), has named Rafael Borras to be Regional Administrator of GSA's Mid-Atlantic Region headquartered in Philadelphia, effective August 31. Borras, an executive with extensive public-sector management experience, succeeds Paul Chistolini, who is currently serving as Deputy Commissioner of GSA's Public Buildings Service in Washington, DC.

"Rafael Borras has a distinguished record of management achievements in federal, county and municipal government service that will aid him well as he undertakes this challenging new assignment," Barram said.

As Regional Administrator, Borras will be responsible for the Regional area covering the states of Pennsylvania, Delaware, Maryland, Virginia, West Virginia and Southern New Jersey. The Region has more than 1,300 employees with an operating budget of $1.3 billion. Its real estate inventory includes 147 government-owned buildings and 587 leased locations, housing nearly 95,000 federal employees in 156 agencies.

Borras comes to GSA from the U.S. Department of Commerce where he was the Deputy Assistant Secretary for Administration. Prior to that appointment, he served as the Associate Director of the Minority Business Development Agency within the Commerce Department.

His previous public service included serving as Deputy City Manager for the City of Hartford, CT, a position he also held with the City of New Rochelle, NY.

Prior to a six-year assignment with the International City/County Management Association in Washington, DC, Borras worked for the office of county manager in Metro-Dade County, FL.

Borras is a graduate of Florida International University in Miami and a recipient of a national Hispanic field service fellowship of graduate studies in public administration. He is a founding member of the Hispanic Network, a national organization of Hispanic public administrators.
