GSA's Rutherford to Take on Additional Duties as Head of Office of Performance Improvement

WASHINGTON, D.C. - Stephen A. Perry, Administrator of the U.S. General Service Administration (GSA), today announced the appointment of Boyd K. Rutherford as the Associate Administrator for Performance Improvement.

As head of the new Office of Performance Improvement, Mr. Rutherford will report directly to the Administrator and will work as part of GSA's senior management team to drive the process for successful implementation of major performance improvement initiatives throughout all areas of GSA. He will continue to serve as head of GSA's Office of Enterprise Development.

In making this announcement, Mr. Perry said, "President Bush has called upon all Federal Agencies to improve performance in order to provide good government services to the American people. Achieving this at GSA will require a more rigorous process for developing and executing performance improvement initiatives. Boyd has demonstrated the skill, experience and results-oriented management style necessary to significantly enhance this process at GSA."

Mr. Rutherford's responsibilities in the Office of Performance Improvement include:

Leading efforts across all parts of GSA to ensure that there is a rigorous and robust process in place to identify, develop and execute changes necessary to achieve performance improvements.
Providing direct assistance to the Administrator in overseeing the implementation of action plans, process changes, organizational changes and other performance improvement initiatives developed to meet GSA Agency-wide goals.
Incorporate President's Management Agenda items, including linking budget with performance, competitive sourcing, performance measurement and Government Performance and Result Act (GPRA) principals into GSA processes.

Mr. Rutherford joined President Bush's Administration in September 2001, as the Associate Administrator of GSA's Office of Enterprise Development. "He brings the kind of management and leadership capabilities needed to achieve the goals of the President's Management Agenda and we are very pleased that Boyd has agreed to take on additional responsibilities," said Perry.

Mr. Rutherford earned his B.A. degree in Economics and Political Science at Howard University in 1979. He earned a Master's degree in Communication Management and a Law degree from the University of Southern California. He has extensive business experience and formerly practiced law in California, Washington, DC and Baltimore.
