Winstead Named to Head GSA's Public Buildings Service

Washington, D.C.— The U.S. General Services Administration (GSA) today announced the appointment of David L. Winstead as Commissioner of GSA’s Public Buildings Service. 

“I am pleased that David Winstead will join the GSA senior management team as Commissioner of Public Buildings,” said GSA Administrator Stephen A. Perry.  “He will bring a great deal of experience and professionalism to this position.”

Prior to his appointment, Mr. Winstead was a partner with the law firm of Holland & Knight LLP practicing in the areas of real estate, transportation, public law and government procurement, and has had prior public sector management experience.

“I am honored by the opportunity to serve the President as a member of Administrator Perry’s management team, and look forward to advancing the mission of the Public Buildings Service—providing workspace solutions to federal customer agencies, and the best value to the taxpayer.” 

He also served as the State of Maryland’s Secretary of Transportation as well as Executive Director of the Washington/Baltimore Regional Association—a private sector economic development alliance between the metropolitan Washington and Baltimore areas.

Throughout his career, Mr. Winstead has been active in real estate and infrastructure matters, having served as President and Counsel to the DC/Suburban Maryland Chapter of the National Association of Industrial and Office Properties (NAIOP), and President of the American Association of State Highway and Transportation Officials (AASHTO).   He has been a member of the Urban Land Institute, Greater Washington Board of Trade, Maryland Municipal League, and the Advisory Board to the John Hopkins University’s Master of Science in Real Estate.  

Winstead holds a Bachelor of Arts in Economics from Denison University, Master of Business Administration from Columbia University, and a Juris Doctorate from Washington, DC’s Columbus School of Law.

GSA’s Public Buildings Service is the landlord for the civilian federal government overseeing an inventory of 340 million square feet of workspace in more than 8,000 public and private buildings accommodating one million federal employees in 2,100 American communities.
