GSA Releases Draft FTS/FSS Reorganization Plan

Washington, D.C. – The U.S. General Services Administration (GSA) released the draft plan for reorganizing the Federal Technology Service (FTS) and Federal Supply Service (FSS) to its associates and stakeholders today.   

The draft plan combines FTS and FSS functions into a single unit called the Federal Acquisition Service (FAS) and establishes a commissioner position to oversee the service. The draft plan abolishes the FTS and FSS commissioner roles.

“The key goal for the new Federal Acquisition Service is to improve our organizational capability to efficiently and effectively deliver excellent acquisition services that provide best value for our Federal agency customers and the American taxpayers,” said GSA Administrator Stephen A. Perry. “We look forward to working with GSA associates, Federal agency customers, industry suppliers and others in the days and weeks ahead to ensure that the proposed Federal Acquisition Service is a catalyst for maximizing the value of each taxpayer dollar spent.”

The draft plan separately consolidates the responsibilities for, and streamlines functions performed throughout GSA by, the Office of the Chief Information Officer and the Office of the Chief Financial Officer, respectively.  In addition, it combines and reorganizes the following activities of the former FTS and FSS organizations:

  • Customer Relationship Management (CRM). CRM will play a strong role in the new Service helping FAS better understand customer requirements and become a strategic partner in helping agencies meet their requirements.
  • Acquisition Management. The FAS emphasis on acquisition management will ensure that the services’ activities are fully compliant with laws, regulations and policies, and that operating practices are consistent across business lines and regions.
  • Integrated Technology Services. This portfolio combines the existing information technology, professional services and telecommunications business lines.
  • General Supplies and Services. This portfolio groups GSA business lines that acquire a broad range of commercial products as well as some closely-related services, and GSA specialized logistics-based activities.
  • Travel and Personal Property Disposal Services.  The three businesses in this portfolio operate with their own respective supplier industries but share commonalities that provide opportunities for synergy and scale.

GSA will hold a meeting with industry to hear comments on the draft plan on June 13, 2005, from 9:00 a.m. to 12:00 p.m. in the GSA Auditorium at 1800 F Street, NW. The final plan is scheduled to be completed in July 2005.
