GSA Holds Industry Roundtable on Lease Construction

WASHINGTON—The U.S. General Services Administration (GSA), in order to better fulfill its mission of providing world-class workspace to federal workers at best value to the American taxpayer, held a roundtable with real estate developers on its lease construction program, the agency announced today.

“Currently, the percentage of owned-to-leased space is about even,” said GSA’s Commissioner of Public Buildings David L. Winstead.  We turn to lease construction projects when we are unable to meet customer requirements within GSA’s existing owned and leased portfolio or within the inventory of space available in a market.”

The focus of the roundtable was to seek industry comment and insight on the subject of lease construction as well as to educate real estate developers on how GSA approaches these types of projects.  Topics of discussion included the site selection process; how to submit an offer to lease space; procurement methods used in the process; and improving the design quality in lease construction projects.  GSA officials from the Office of Real Estate Acquisition were on hand to answer any questions about the program.
