The Mass Layoff Statistics (MLS) program collects reports on mass layoff actions that result in workers being separated from their jobs. Monthly mass layoff numbers are from establishments which have at least 50 initial claims for unemployment insurance (UI) filed against them during a 5-week period. Extended mass layoff numbers (issued quarterly) are from a subset of such establishments—where private sector nonfarm employers indicate that 50 or more workers were separated from their jobs for at least 31 days. In March, employers took 2,933 mass layoff actions involving
299,388 workers, the highest levels on record. Mass layoff
events increased by 164 from February, and initial claims
increased by 3,911. Twenty-six states reached program highs
for March in terms of average weekly initial claims.

In the fourth quarter 2008, 3,140 extended mass layoff
events resulted in 508,859 separations. Both figures reached
their highest levels in program history. Separations due to
slack work/insufficient demand more than tripled from a year
earlier. The construction and manufacturing industries had
record highs in both layoff events and separations.
