RSPA Administrator Announces Appointments
To Head HAZMAT, Pipeline Safety

Kelley S. Coyner, Research and Special Programs Administrator, today announced the appointments of Robert (Bob) A. McGuire as the associate administrator for the Office of Hazardous Materials (HAZMAT) Safety, and Stacey L. Gerard as the associate administrator for the Office of Pipeline Safety (OPS).

"Bob and Stacey bring a wealth of experience and knowledge to their respective positions. I look forward to working closely with them in their new leadership roles," Coyner said.

McGuire returned to the U.S. Department of Transportation’s (DOT) Research and Special Programs Administration (RSPA) in 1991 as deputy associate administrator for hazardous materials safety. Previously, between 1983 and 1988, he had been a policy analyst supporting RSPA's hazardous materials and pipeline safety programs.

Between 1988 and 1991 McGuire served as a senior program analyst in the then-office of the assistant secretary of transportation for policy and international affairs. His work in that role concentrated on short and long term analyses of economic and safety issues having a significant technical component.

Before joining USDOT, McGuire spent eight years in the laboratories of theoretical and mathematical biology at the National Cancer Institute and the Washington Veterans Administration Hospital. His work involved research on computer modeling of human and animal metabolic systems.

McGuire received his undergraduate training in biology, including economics and engineering, from the Massachusetts Institute of Technology. He also received his master’s and doctoral degrees in biochemistry from MIT, with a minor concentration in computer science. He received his legal training from Catholic University in Washington, D.C. McGuire resides in Rockville, Md. with his wife, Betty Ann, and their four children.

 

Gerard most recently was the director of the Office of Policy, Regulations and Training in the Office of Pipeline Safety. She was responsible for program development, regulatory initiatives and budget execution and making the Office of Pipeline Safety a risk-based, value- adding organization. Her recent efforts have focused on the integrity management program, damage prevention, risk management, mapping, and environmental programs. Before the Office of Pipeline Safety, she served in RSPA’s Office of Policy and Program Support and the then-Office of Hazardous Materials Transportation.

Gerard has 20 years of government experience in nuclear, chemical and emergency planning, having served at the Federal Emergency Management Administration and U.S. Department of Commerce in addition to her time at the U.S. Department of Transportation. She also has 10 years of experience in private industry management consulting, with emphasis in the energy field.

Gerard received her bachelor’s and master’s degrees in English from Simmons College in Boston. She resides in Leesburg, Va. with her husband, Jack, and son.

The Office of Hazardous Materials Safety is responsible for coordinating a national safety program for the transportation of hazardous materials by air, rail, highway and water.

The OPS administers the national regulatory program to assure the safe transportation of natural gas, petroleum, and other hazardous materials by pipeline. OPS also develops regulations and other approaches to risk management to assure safety in design, construction, testing, operation, maintenance, and emergency response of pipeline facilities.
