The Board of Directors, who govern management and services of NCI, are a unique group of leaders. They come from various disciplines and experiences that enhance the vision of the board towards accomplishing a very challenging goal, which is the reduction of public intoxication in Gallup and McKinley County. They establish policies and priorities that have achieved tremendous and positive quality of life change in a short period of time for the community. As important, messages of hope are provided to rural communities in the county and the Four Corners region, where poverty and despair easily overcome the young and elderly.

NCI has faced the challenge of forming a governing body that is comprised of representatives from four governments, who often were at odds on approaches to solving the deep problems impacting our communities because of substance abuse. The coalition formed as a planning committee in 1990 and reorganized in 1992 as a governing board. NCI's special work over the years is inspired by the vision and diligence of the governing body. Consequently, NCI has gained national and international recognition has an agency that has made significant contribution towards improving the quality of life in the region, plus making significant contributions to the field of substance abuse prevention and treatment. Our emphasis is blending Western (non- Navajo) intervention methods with traditional Navajo intervention methods has proven to be an effective model and has resulted in numerous relatives of ours becoming sober.

NCI has continues to reduce the death, injuries, and illnesses caused by chronic and repeated intoxication. Gallup is a far better place to visit and live, because of the Board of Directors' demand for excellence and the staff's effort in meeting the demand. There are other communities in the region, state, and country who can lay claim to being Drunk Town. NCI, the Gallup Police, Gallup Indian Medical Center, the courts, social services, and community leaders are among the many true collaborators of positive change. NCI certainly does make accomplishments alone, but rather as part of a system of change. Our gratitude and appreciation goes out to the fine leaders Navajo Nation, the City of Gallup, McKinley County, and Zuni Pueblo for making  the NCI experiment successful.
