- Communities in 46 states, four Tribes, and two U.S. Territories will share $111.9 million in EPA Brownfields grants
These communities will share $111.9 million in EPA Brownfields grants to help revitalize former industrial and commercial sites, turning them from problem properties to productive community use. The grants include
$37.3 million from the American Recovery and Reinvestment Act of 2009 that President Obama signed into law on February 17, 2009, and $74.6 million from the EPA brownfields general program funding. Since the beginning of the Brownfields Program, EPA has awarded 1450 assessment grants totaling $337.5 million, 242 revolving loan fund grants totaling
$233.5 million and 538 cleanup grants totaling $99 million.

An Estimated $40 Million in Recovery Act Funds to Supplement Eligible Brownfields Revolving Loan Fund Grants
EPA is announcing the availability of an estimated $40 million in Recovery Act funds to supplement eligible brownfields revolving loan fund (RLF) grants. Grants eligible to request Recovery Act supplemental funds are brownfields RLF grants that have been previously awarded competitively under Section 104(k)(3) of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) or that have transitioned to Section 104(k)(3) of CERCLA, and subject to other identified criteria. Requests for funding must be postmarked and received by email by May 1, 2009. - Recovery Act Funds to be Awarded Using FY 2009 Competition for Brownfields Assessment, Revolving Loan Fund, and Cleanup Grants
In order to ensure that money under the American Recovery and Reinvestment Act of 2009 is distributed as quickly as possible, EPA will use the current Fiscal Year (FY) 2009 competition for assessment, revolving loan fund, and cleanup (ARC) grants to award Recovery Act funds and Brownfields general program funds to selected applicants. EPA plans to announce all successful ARC applicants in the FY2009 competition within the coming weeks. Job Training Grants: EPA Announces the Availability of an Estimated $5 Million Under the Recovery Act
On March 19, 2009, EPA issued a request for applications (RFA) from eligible governmental entities and nonprofit organizations to provide environmental job training projects that will facilitate job creation in the assessment, remediation, or preparation of brownfields sites for sustainable reuse. The closing date for receipt of applications is April 20, 2009. - EPA Brownfields Program to Receive $100 million under the American Recovery and Reinvestment Act of 2009
The American Recovery and Reinvestment Act of 2009 includes a provision granting $100 million to the EPA Brownfields Program for clean up, revitalization, and sustainable reuse of contaminated properties. The funds will be awarded to eligible entities through job training, assessment, revolving loan fund, and cleanup grants. - Brownfields Job Training Grants Announcement
Thirteen communities in 12 states will share $2.6 million in job training grants geared toward cleaning up contaminated properties and turning them into productive community assets. The U.S. Environmental Protection Agency, under its Brownfields Program is awarding grants of $200,000 each to non-profit organizations, workforce investment boards, and state and local governments. The grants will teach environmental assessment and cleanup job skills to individuals living in areas near brownfields sites in Ark., Calif., Conn., Ill., Ind., Md., Mass., Mich., N.J., Oreg., Tenn., and Wis. - Technical Assistance to Brownfields Communities (TAB)
The U. S. Environmental Protection Agency recently selected four new TAB grantees. The TAB grantees include the New Jersey Institute of Technology (NJIT), Enterprise Corporation of the Delta, Kansas State University, and the Center for Creative Land Recycling (CCLR). The TAB grantees will help communities tackle the challenge of cleaning up and redeveloping brownfield sites by providing geographically-based technical assistance and training to communities and other stakeholders on brownfield issues. - Direct Final Rule on All Appropriate Inquiries
EPA published a direct final rule recognizing ASTM International's E2247-08 "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process for Forestland and Rural Property" as compliant with the All Appropriate Inquiries Regulation and allowing for its use to satisfy the statutory requirements for conducting all appropriate inquiries under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).

- Funding Guidance for State and Tribal Response Programs for Fiscal Year 2009
Section 128(a) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, authorizes a noncompetitive $50 million grant program to establish and enhance state and tribal response programs. Generally, these response programs address the assessment, cleanup, and redevelopment of brownfields sites and other sites with actual or perceived contamination. Section 128 (a) cooperative agreements are awarded and administered by the U.S. Environmental Protection Agency (EPA) regional offices. This document provides guidance that will enable states and tribes to apply for and use Fiscal Year 2009 Section 128(a) funds. Requests for funding will be accepted from December 1, 2008 through January 31, 2009.
- Brownfields Tax Incentive
On October 3, 2008, H.R. 1424 was signed into law by the President.
Section 318 of the bill provides for expensing of environmental
remediation costs extending the current brownfield tax incentive till
December 31, 2009, and is effective for expenditures paid or incurred
after December 31, 2007. The tax incentive allows taxpayers to receive a
current federal income tax deduction for certain qualifying remediation
costs that would otherwise by subject to capitalization. The extension
is a timely benefit for companies seeking to acquire or dispose of
environmentally impaired properties
- Final FY2009 Brownfields Assessment, Revolving Loan Fund and Cleanup Grant Guidelines
These grants may be used to address sites contaminated by petroleum and hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum). Opportunities for funding are as follows: Brownfields Assessment Grants (each funded up to $200,000 over three years), Brownfields Revolving Loan Fund (RLF) Grants (each funded up to $1,000,000 over five years) and Brownfields Cleanup Grants (each funded up to $200,000 over three years). The proposal deadline is November 14, 2008.

- More than $6.3 Million Goes to Revitalizing Properties Through Supplemental Grant Funding
Sixteen state or local governments are receiving supplemental funding for their Brownfields revolving loan fund grants from the U.S. Environmental Protection Agency. These communities will share over $74 million in EPA Brownfields grants to help revitalize former industrial and commercial sites, turning them from problem properties to productive community use. Since the beginning of the Brownfields program, EPA has awarded 1255 assessment grants totaling $298.6 million, 230 revolving loan fund grants totaling $217.7 million, and 426 cleanup grants totaling $78.7 million.

The EPA today announced the selection of twelve communities to share
a total of $2 million in brownfields job training grants. Grants of
up to $200,000 each will go to non-profit organizations, educational
institutions, community colleges, tribes, and state and local governments.
This new round of Brownfields Job Training Grants will teach environmental-cleanup
job skills to individuals living in low income areas near Brownfields
sites in 11 states (Connecticut, Delaware, Louisiana, Massachusetts,
Mississippi, Montana, New York, Oklahoma, Pennsylvania, Washington,
and West Virginia).
