Gail T. Lovelace - Chief Human Capital Officer

Gail T. Lovelace was named the federal government's first Chief People Officer in September of 1998.  In 2003, she was appointed to be GSA's Chief Human Capital Officer (CHCO) in accordance with the CHCO Act of 2002. 

In these capacities, Lovelace is responsible for agencywide human capital management, and has three closely interrelated programs. She leads the agencywide development and implementation of GSA’s Human Capital Strategic Plan; provides a full range of human resources advice and services to all GSA organizations; and provides human resources information technology support to a number of other federal agencies, boards and commissions, in addition to providing the same support within GSA.

In 2008, Lovelace assumed the role of Director of Presidential Transition at GSA.  In this capacity, she was responsible for ensuring that the Agency fulfilled its goals under the Presidential Transition Act of 1963.  Under the Act and its subsequent amendments, GSA plays a pivotal role in the transfer of power from one administration to the next.  This includes providing a wide range of services to both the outgoing and incoming administration, support to the Presidential Inaugural Committee, development of an Appointee Directory and numerous activities geared towards the seamless transfer of power.  In addition to leading these efforts, Lovelace played a key role in providing leadership and guidance to other federal agencies to help them prepare for the presidential transition.  She also worked closely with White House Staff, officials from both campaigns and the Office of the President-elect. 

Lovelace is a member of the Chief Human Capital Officers Council. Lovelace was recognized with the HR Executive of the Year Honor Roll Award, 2003 and the year 2002 honoree of the Presidential Rank Award as a distinguished executive. 

Gail Lovelace has degrees from the University of Maryland and the University of Louisville.
