Recent Department of Homeland Security legislation entails a paradigm shift in the policy directives and required procedures that govern exchange visitor sponsorship. Since February 2003, the Agency has been designated by the Department of State for a range of exchange visitor categories, exceeding the trainee category that once encompassed the entirety of U.S.-based programs. The Agency's responsibilities and liabilities concerning the processing of visas have expanded accordingly. These changes necessitate that policy directives and required procedures pertaining to visa compliance be reconfigured in their own chapter, focusing solely on the rules and regulations for exchange visitor sponsorship.
