635 - Working Capital Funds

ADS 635, Working Capital Funds (WCF), has been completely re-written
and adds policy on close out methods and procedures for ICASS
Alternative Service Provider (ASP) Missions. New policy includes the ASP
budgetary formulation and approval process, cost accounting and cost recovery
methods. Also included are certain financial management applications and
standards that apply to the WCF.
