Series 400 Interim Update #05-11, New Expanded Policy on Time-In-Class Limits and Career Extensions

As the pace toward Agency rightsizing accelerates, USAID is expanding its capacity to retain senior experienced Foreign Service Officers. The primary objective is to provide stable leadership and quality mentoring for the growing cadre of new Foreign Service employees. This policy expands maximum time-in-class (TIC) limits for Senior Foreign Service Officers and likely increases one-year career extensions for FS-01 and FS-02 Officers who reach their maximum time-in-class and seek extensions under Section 607(d)(2) of the Foreign Service Act of 1980, as amended.

Series 400 Interim Update #05-10, Reinstatement of a Tuition Assistance Program

New and Revised Policy Directives and Required Procedures:

The Office of Human Resources is pleased to announce the reinstatement of a Tuition Assistance Program (TAP), which allows permanent U.S. Direct Hire employees the opportunity to take college level coursework during off-duty hours from an accredited college or university of their choosing. Coursework may be classroom or on-line. Funding is available for up to $1500 per semester for approved courses. TAP will cover tuition, registration, and lab fees. Employees are responsible for books, transportation, and any other fees imposed by the school.

Series 400 Interim Update #05-09, New Provision for Crediting Prior Service for Determining Annual Leave Accrual Rate

New and Revised Policy Directives and Required Procedures:

This Notice provides interim policy guidance on a new provision for crediting prior service for annual leave accrual, in accordance with section 202(a) of the Federal Workforce Flexibility Act of 2004 (Public Law 108-411, October 30, 2004). This policy took effect on April 28, 2005, when the U.S. Office of Personnel Management (OPM) issued interim regulations in 5 CFR Part 630 on use of this new authority. This policy guidance may be modified when OPM issues final regulations.

ADS 501mab, Clearance List for ADS Material, has been modified. These are the changes:

Added Brant Silvers as the Clearing Official for the Africa Bureau.
Added Andy Rajec as the Clearing Official for A/AID
Added Jerry Sajewski as the Clearing Official for technical issues; he replaces Margaret Alter Miller.

Series 500 Interim Update #05-04, Major Changes in the Foreign Affairs Manual (FAM)

New and Revised Policy Directives and Required Procedures:

Many changes have been and are taking place in the Department of State's (DoS) Directives shop. Therefore, when changes take place in their shop, M/AS/IRD will release a USAID/General Policy Notice listing the release of changes in the FAM/FAHs mentioned in the ADS. ADS Authors, whose documents are affected by these updates, must update their material or issue a USAID/General Policy Notice discussing the new policy and procedures and how it affects the policy and procedures in their ADS material.

ADS Chapter 633 was revised to incorporate two Interim Updates.

This chapter was editorially modified. The only change to it was, for page 8, to modify a reference to another chapter: in section 631.3.4.1, the reference to "ADS 621.2" was changed to "ADS 621.2.i".
