Series 200 Interim Update #05-13, President's Malaria Initiative

USAID is the lead agency for the President's $1.2 billion, five-year initiative to control malaria in Africa. The goal of the initiative is to reduce malaria-related deaths by 50 percent in 15 countries by achieving 85 percent coverage of proven preventive and curative interventions

Activities are already underway with spraying and other high-impact interventions in the three, first-year target countries of Angola, Uganda, and Tanzania. This initiative will be focused, results-based, and will exhibit a high level of financial and programmatic accountability. A minimum of 50 percent of this funding will be devoted to the purchase and distribution of life-saving commodities.

While President's Malaria Initiative (PMI) ramps up over the next five years to cover 175 million people, expectations of both the White House and Congress are that all malaria prevention and treatment programs will function in the same results-based and accountable fashion as the PMI. To this end, the Administrator has approved ten actions that institute fundamental changes to the structure and conduct of USAID's malaria programs.

Series 200 Interim Update #05-12, Issuance of Fiscal Year (FY) 2006 OFDA Policy Cable Containing Guidance on Disaster Planning and Response

The cable provides general guidance to all posts concerning support from USAID's Office of U.S. Foreign Disaster Assistance within the Bureau for Democracy, Conflict, and Humanitarian Assistance (USAID/DCHA/OFDA) before, during, and after the occurrence of natural and man-made disasters in FY 2006. The cable should be used in conjunction with ADS 251: International Disaster Assistance.

As part of our branding campaign, the Agency has revised our marking requirements for grants and cooperative agreements, based on the final rule titled, "Administration of Assistance Awards to U.S. Non-governmental Organizations (NGOs); Marking Requirements," http://www.usaid.gov/branding/final_rule.pdf) published in the Federal Register on August 26, 2005, which brings USAID regulations into full alignment with, and implements the statutory requirements of, section 641 of the Foreign Assistance Act of 1961, as amended.

ADS Series 400, Interim Update #06-01, Overtime Procedures

The Agency is facing a significant reduction in operating expense (OE) funding for the fiscal year. An Executive Notice dated 10/31/2005 advised that a task force was established to determine measures for immediate and long-term OE savings. The task force identified overtime pay as one area for potential cost savings. While overtime work may be required under certain circumstances, the need for most after-hours work can be eliminated through careful scheduling of work requirements."

ADS 637, Interim Update #05-14, U.S. Personal Services Contractors 401 (k) Defined Contributions Pension Plan Certification Documents

The annual certification documents, (1) the Agreement for Cash or Deferred Election Under Section 401 (k) and (2) Certification of Participants Contribution have been updated to reflect the Internal Revenue Service (IRS) changes for 2006. The maximum annual contribution increased to $15,000 while the catch-up contribution for those who are 50 or older increased to an additional $5,000.
