"What's New in the ADS" Archives

The ADS Booklet is an informative, user-friendly guide to USAID’s Automated Directives System (ADS). Packed with graphics and easy-to-follow information, it explains what the ADS is, its structure and content, how to access it (web and CD), and how to find Agency policy or required procedures within the ADS.

ADS 155, Privileges, Immunities, and Tax Exemptions

New and Revised Policy Directives and Required Procedures:

This chapter discusses privileges and immunities of USAID direct-hire and personal services contract personnel and tax exemptions for USAID personnel and USAID funds. This is a new ADS chapter that was issud on CD38 -- the only change to it for CD 39 was to add in the effective dates under each heading and subheading. No other changes were made.

Series 200 Interim Update #05-04, Announcement of USAID Fragile States Strategy (CORRECTED ATTACHMENT)

New and Revised Policy Directives and Required Procedures:

The Administrator is pleased to announce the Agency's Fragile States Strategy. This strategy is the result of many months of effort and consultation involving outside experts and representatives from all USAID Bureaus and several field missions. It identifies priorities for USAID's work for a broad spectrum of countries-from failing and failed states to those that are recovering, including post-conflict countries. The full text of the strategy is attached.

Series 200 Interim Update #05-03, Release of USAID's Anticorruption Strategy

The Administrator has approved the USAID Anticorruption Strategy. The strategy document, developed by DCHA/DG with input from many of you and your staff, looks back over more than a decade of USAID anticorruption programming and takes stock of the current geopolitical environment and recent development thinking. It brings together the best of Agency thinking on corruption, including lessons learned, and identifies gaps in our approach. The strategy charts a bold course forward for USAID, and urges us to expand and improve the way USAID thinks about and responds to this central development challenge.

Series 400: Personnel

Series 400 Interim Update #05-04, Mandatory Personal Security Training for Overseas TDY of 30 Days or More

New and Revised Policy Directives and Required Procedures:

Effective January 1, 2005, all U.S personnel traveling to post for an extended temporary duty (TDYs) of 30 days or longer must complete a mandatory overseas security training requirement prior to their departure. Effective June 1, 2004, this same requirement was implemented for all U.S. personnel traveling to post on permanent assignment.

Series 400 Interim Update #05-03, Early Dismissal on January 19, 2005 for Presidential Inaugural Events

New and Revised Policy Directives and Required Procedures:

Employees reporting for work on January 19, 2005 should consider using public transportation and allow extra time for commuting to and from work. Due to the restrictions and to assist law enforcement in securing the area, USAID employees who work in the Ronald Reagan Building will be dismissed from work three hours before their normal departure time, which will be documented as Excused Absence on the employees' AETA.

Series 400 Interim Update #05-02, Area Restrictions Associated with Presidential Inauguration

Activities during the week of the January 20th Presidential Inauguration Day festivities will affect the entire downtown area of the District of Columbia. Please read the attachment to this notice for important information regarding street closures and RRB building access restrictions.

Series 400 Interim Update #04-10, Washington, D.C., Area Emergency Dismissal or Closure Procedures

This notice is issued annually to USAID/W employees to provide instructions and information on emergency dismissal or closure procedures for adverse weather conditions and other emergency situations.

The list of authorized senders was revised with the following changes:

  • Brant Silvers is the new clearing official for AFR.

New and Revised Policy Directives and Required Procedures:

This revision incorporates the recent policy reminder that clarified what must be included when the Mission transfers a debt administrative file to USAID/W for additional collection action. The revision also updates information on billing documents prepared outside of FM, to include Demand Notices for Non-Returnees. Sections 625.3.7.4 and 625.3.6.1 have been modified to reflect these changes.
