New and Revised Policy Directives and Required Procedures:Changes were made to the following sections of the chapter:
  • 102.3.1, organization structure policy
  • 102.3.2, organizational size requirements
  • 102.3.3, definitions of teams
  • 102.3.3.2, role of team leaders
  • 102.3.8, deputy policy overseas
The definitions of different types of teams were revised, and new terminology for the Office of the USAID Representative and its principal officer was added.
Series 200: Programming Policy
ADS 206, Prohibition of Assistance to Drug Traffickers

New and Revised Policy Directives and Required Procedures:

The list of major drug transit or major illicit drug producing countries included in 206.3.3 was updated to reflect the list in Presidential Determination No. 2003-14, a memorandum to the Department of State on January 30, 2003.

The only change from last year is that Cambodia is no longer listed.

New and Revised Policy Directives and Required Procedures:The following cable provides general guidance to all posts concerning support from USAID's Office of U.S. Foreign Disaster Assistance within the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA/OFDA) before, during, and after the occurrence of natural and man-made disasters in fiscal year (FY) 2003. The cable is supplemented a second cable with more detailed guidance to be provided to mission disaster relief officers (MDROS).

New and Revised Policy Directives and Required Procedures:Attached to this Notice are two ADS chapters. ADS 350, Grants to Foreign Governments, has been revised and ADS 349, International Agreements, is new. A summary of the changes follows:

  1. The new chapter, ADS 349, sets out the Circular 175 requirements for international agreements. The substance of this chapter used to be in ADS 350. It includes the new blanket Circular 175 authorization from the Secretary of State.
  2. The requirements for a 25 percent host country contribution presently in Series 300 Interim Updates 5 and 8 have been put into ADS 350 as a new section, 350.3.4.
  3. The ADS 350 provision on host country contribution and the SOAG and LSGA clauses have been amended to permit the host country contribution to be stated in local currency units.
Series 500: Management Services
ADS 501, The Automated Directives System

New and Revised Policy Directives and Required Procedures:

This notice announces a revision to ADS 501. In addition to editorial changes throughout the chapter and in the references titled ADS Authors Guide to Style and Format, ADS Chapters and Authors, Clearance List for ADS Material, and Sample E-mail Requesting ADS Clearance the following changes were made.

  • The authorities for the chapter have been updated. 44 U.S.C. 3101 and 36 CFR 1222.44 have been added to the chapter. 41 CFR 101.11.103 has been removed.
  • ADS 505 requires that AID Forms receive ADS clearance in the same manner as other ADS material (501.3.4).
  • The Fed Forms initiative team recommended that Forms be listed separately at the end of ADS chapters (501.3.3.1, 501.4.3, and 501.5.1).

These changes are conforming amendments and did not require ADS clearance.

Editorial change:The citation to 5 CFR 410.701-706 was corrected to 5 CFR 410.501-503. No substantive changes were made to the chapter.

Series 600 Interim Update 03-07, Fiscal Year 2003 Appropriation
Issued:02/07/2003
New and Revised Policy Directives and Required Procedures:The President has signed into law, H.J. Res. 18, a Continuing Resolution (CR) providing funding to Federal agencies including USAID and the authority to continue operations through February 20, 2003, unless our regular appropriations bill is enacted into law prior to that date.
Series 600 Interim Update 03-06, Fiscal Year 2003 Appropriation

New and Revised Policy Directives and Required Procedures:The President has signed into law, H.J. Res. 13, a Continuing Resolution (CR) providing funding to Federal agencies including USAID and the authority to continue operations through February 7, 2003, unless our regular appropriations bill is enacted into law prior to that date.
