What's New in the ADS for August 2002

ADS 103, Delegations of Authority
Revision: 08/08/2002
New Policy Directives and Editorial Changes: On July 10, 2002, President Bush signed a Memorandum to the Administrator revising the order of succession at USAID. Sections 103.3.1.2 and 103.3.3 have been updated to reflect this change and the memorandum is now included as a Mandatory Reference for ADS 103.
Series 300 Interim Update 02-06, Cost Sharing in Grants and Cooperative Agreements

New and Revised Policy Directives and Required Procedures: The purpose of this notice is to clarify USAID's policy regarding cost share under grants and cooperative agreements to non-governmental organizations, both non-profit and for profit, funded by USAID. This Notice supersedes Series 200, Interim Update #3, PVO Cost Sharing Policy.

ADS 480, Leave
Revision: 08/15/2002
New Policy Directives and Editorial Changes:

The home leave section of ADS 480 has been revised. With respect to home leave/return to post orders for FS employees, missions are now authorized to approve requests to interrupt home leave for purposes of required training, consultation, community relations programs or other similar circumstances.

This change does not apply to SMG employees. Such requests for SMG employees will continue to be approved by M/HR/EM in coordination with the responsible Bureau AA.

All requests for fragmentation of home leave in connection with home leave/transfer orders will continue to be approved by the appropriate M/HR servicing team (POD or EM).

A new section, 480.3.5.6, has been added to the chapter to incorporate this new policy. In addition, ADS 480 has been converted to the new ADS standard format.

Table of Offenses and Penalties, a Supplementary Reference/Additional Help document for ADS 487

Revised Policy Directives and Required Procedures: The Table of Offenses and Penalties (a Supplementary Reference/Additional Help document for ADS 487) is provided as guidance for supervisors and managers of USAID when deciding penalties for Civil Service employees who violate the rules and regulations of the Agency. The revisions are all contained within the penalties. The table has been revised and updated with the consultation of the American Federation of Government Employees, Local 1534.
Series 400 Interim Update 02-09, Business Transformation Executive Committee(BTEC) Quick Hit - Streamlined Recruitment

New and Revised Policy Directives and Required Procedures: The Table of Offenses and Penalties (a Supplementary Reference/Additional Help document for ADS 487) is provided as guidance for supervisors and managers of USAID when deciding penalties for Civil Service employees who violate the rules and regulations of the Agency. ADS 505, Forms Management Program
Revision: 08/07/2002
New and Revised Policy Directives and Required Procedures:

Revisions were made to the following sections:

  • 505.1 - The use of electronic forms is encouraged
  • 505.2 - M/IRM/TCO provides electronic forms support
  • 505.3.3 - Expanded Privacy Act information required on forms soliciting personal information
  • 505.3.3.1 - Metric measurement requirements were revised, and a new mandatory reference was added
  • 505.3.5 - The process for canceling a form was expanded
  • 505.3.8 - Section 508 accessibility requirements were added
  • 505.4.2 - The listing of Standard and Optional Forms not to be electronically generated without GSA approval was updated
  • 505.5 - USAID Forms Catalog was updated
  • 505.6 -The definitions section was expanded and revised

The chapter was also placed in the new format and rewritten in plain language. Further revisions to include the FedForms initiative are upcoming.

Revised Policy Directives and Required Procedures: The catalog of USAID forms was updated.
ADS 543, Corporate Information Systems
Revision: 08/21/2002
Editorial Correction:

An editorial change was made to correct the URL in section 543.5.2, "Clean PC" standard required for installation and use of the New Management System (NMS). The updated URL is; http://inside.usaid.gov/M/IRM/ipa/ilab/

No other changes were made to the chapter. The chapter is being considered for a total revision after the M Bureau reorganization

ADS 596, Management Accountability and Control

New and Revised Policy Directives and Required Procedures:

This revision updates the Agency's management controls, bringing them into conformance with the General Accounting Office (GAO) Management Control Standards. It also provides for Mission Management Control Review Committees, and addresses the need to use risk assessment in determining management control needs.

A new definition, Management Control Official, replaces the former term "Management Accountability Official.

"The MCRC Charter and Risk Assessment Guide references were also updated.

New and Revised Policy Directives and Required Procedures: Provides the MCRC Charter, including the Committee's objectives, scope of activities, duties, and an updated list of Committee members.
Risk Assessment Guide, an Additional Help reference for ADS 596

New and Revised Policy Directives and Required Procedures:

This reference contains tables of information to be used as a guide to help management

  1. identify and document risks;
  2. prioritize risks in terms of susceptibility; and
  3. determine the adequacy of controls to manage those risks.
Series 500 Interim Update 02-24, BTEC Exception to the ADS Clearance Process, to be included in ADS 501 (Note: This link is only available to USAID employees who have access to the intranet.)

New and Revised Policy Directives and Required Procedures: Business Transformation Executive Committee (BTEC) decisions that require changes to Agency policy directives and required procedures are subject to intensive and high-level Agency review, and therefore have been granted an exception to the regular ADS clearance process.
ADS 635, Working Capital Fund
Issued: 08/22/2002
New Policy Directives and Required Procedures:

This new chapter provides for the establishment and operations of the Agency Working Capital Fund (WCF), which was authorized by Section 635(m) of the Foreign Assistance Act of 1961, as amended. The WCF finances, on a reimbursable basis, the costs incurred by USAID Missions in providing administrative support to other agencies under the International Cooperative Administrative Support Services (ICASS) program overseas.

The WCF is a no-year fund that permits unobligated monies to be carried over from one year to the next, an advantage providing fiscal flexibility and more of an opportunity to establish multi-year planning. It enables managers to make long-term decisions without the constraints of the annual fiscal year cycle.

Series 600 Interim Update 02-10, ADS 631, Accrued Expenditures - Overseas Mission Accrued Expenditures

New and Revised Policy Directives and Required Procedures: This is a reminder for Mission Controllers and Cognizant Technical Officers (CTOs) of USAID program strategic objectives and activities overseas to review and, as necessary, adjust the accrued expenditures for their obligations each fiscal quarter (in December, March, June, and September). This will be included in a later revision to ADS 631, Accrued Expenditures.
