USAID Extends Support to University of Miami's
Cuba Transition Project

Adolfo Franco, assistant administrator for the Latin American and Caribbean bureau of USAID, recently awarded an additional $1 million to the University of Miami’s Institute for Cuban American Studies.

The award raises USAID’s commitment to the program to over $3 million. The new grant will extend the institute’s Cuba Transition Project.

“The Cuba Transition Project has done tremendous work in examining the experiences of other countries that have successfully transitioned from a dictatorship to a democracy,” Franco said. “A democratic Cuba is inevitable, and the work being done now at the University of Miami with our assistance will ease this transition when it happens.”

The Cuba Transition Project is a pioneer academic program that examines the complex issues surrounding Cuba’s transition to democracy. With support from USAID, a comprehensive database on transition issues and analysis materials that circulate in Cuba have already been developed.

The Presidential Commission for Assistance to a Free Cuba, chaired by former Secretary of State Colin Powell, used the project’s materials extensively in preparing a 400-page report to President George Bush last year.

Attending the award ceremony on March 7 with Franco in Miami were University of Miami President Dr. Donna E. Shalala, University of Miami Provost Dr. Luis Glazer, Director of the Institute for Cuban and Cuban American Studies Dr. Jaime Suchlicki and Congresswoman Ileana Ros-Lehtinen (R- 18).
