U.S. Code Title 40

The new Title 40 reflects the 2002 recodification and has been enacted by Congress. It is now the source of our authorities. It supersedes all of the previous different statutes under which we operate. When we cite sources of authority, we now (since the recodification) cite the U.S. Code section, not the applicable act at all. Previously, the statutes themselves were the official source of our authorities -- Title 40 was not because it has not been enacted by Congress, just assembled by others.
