Description In this document, the Pasadena City Housing Affordability Task Force undertakes a study of issues related to the provision of affordable housing. Several of those issues involved hindrances in the City’s approval process, incentives for participation in housing programs, accessory housing and rent control. The Task Force recommendations included the following: allow affordable housing developments to have an expedited approval process, increase the number and types of fees that are waived for affordable housing projects, amend the General Plan to include a second unit ordinance, and adopt an ordinance that requires landlords to give tenants 90 days notice if they raise the rent more than 10% per year or if the landlord plans to evict the tenant due to the demolition of the building or unit.
