Lennard S. Loewentritt - Acting General Counsel

Lennard S. Loewentritt was appointed to the position of Acting General Counsel on January 16, 2009.
 
In this role, Loewentritt assumes daily management of GSA's Office of General Counsel and oversees the legal affairs of the agency.  He advises the Administrator and other officials of the agency on all areas of the agency's mission. These include contracting, information technology, travel and transportation, real estate, construction, agency litigation, personnel and labor relations, equal employment, GSA Fleet, and personal property management and disposal.
 
In his current position, Loewentritt will supervise the attorneys presenting the government's defense against protests challenging the agency's actions in conducting acquisitions and against contract claims for the contracts under his office's responsibility.
 
Loewentritt has been with the GSA’s Office of General Counsel since February 1972, when he started as a legal intern before graduating from law school.  He served as the agency's Acting General Counsel from November 2006 until June 2008.  He is the agency's permanent Deputy General Counsel.  Prior to his appointment as the Deputy General Counsel, he served as Deputy Associate General Counsel and Acting Associate General Counsel of the Personal Property Division of OGC.  In those positions, he was responsible for providing legal counsel on a wide range of contracting programs, several of which are multibillion dollar programs. The programs include GSA SmartPay® (the government's travel, purchase and fleet charge card services program), the airline city-pair contracts, the FTS2001 telecommunications contracts (as well as the follow-on acquisition, Networx), and GSA's multibillion dollar Multiple Award Schedules program.
 
Loewentritt is a New York native who graduated from the University of Wisconsin at Madison with a degree in economics.  He received his Juris Doctor degree from American University, and is a member of the bar in Maryland and the District of Columbia.
