Real Property Legal Counsel

The Real Property Division (LR) provides legal counsel to each of the GSA Public Buildings Service (PBS) business lines, as well as the Office of Real Property within the GSA Office of Governmentwide Policy and the GSA Office of Congressional and Intergovernmental Affairs. Each business line has been assigned primary counsel with additional counsel available as necessary.

The scope of legal advice provided is broad, ranging from commercial real estate practices to procurement law, environmental law, financing of federal projects, and legislative drafting. In addition to providing transactional advice to the PBS business lines, LR attorneys provide litigation counsel and support for contract disputes filed with the General Services Board of Contract Appeals (GSBCA) or the U.S. Court of Federal Claims, bid protests filed with the Comptroller General of the United States or the U.S. Court of Federal Claims and other Federal Court actions.
