Section 64c05: Veterans Making Artificial Poppies

• Traditionally, the Veterans Administration (VA) hospitals have allowed veterans with disabilities, who reside in its facilities, to make artificial poppies. In return for donations, members of the Veterans of Foreign Wars and the American Legion distribute these poppies to the general public.
• WH takes no position on whether an employment relationship exists between the veterans and the veterans groups.
• Complaints regarding this issue should be referred to the VA (see FOH 10b36).
