Notice of Proposed Information Collection Requests

AGENCY: Department of Education.

ACTION: Proposed collection; comment request.

SUMMARY: The Director, Information Resources Management Group, invites 
comments on the proposed information collection requests as required by 
the Paperwork Reduction Act of 1995.

DATES: Interested persons are invited to submit comments on or before 
August 22, 1997.

SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act 
of 1995 (44 U. S. C. Chapter 35) requires that the Office of Management 
and Budget (OMB) provide interested Federal agencies and the public an 
early opportunity to comment on information collection requests. OMB 
may amend or waive the requirement for public consultation to the 
extent that public participation in the approval process would defeat 
the purpose of the information collection, violate State or Federal 
law, or substantially interfere with any agency's ability to perform 
its statutory obligations. The Director, Information Resources 
Management Group publishes this notice containing proposed information 
collection requests prior to submission of these requests to OMB. Each 
proposed information collection, grouped by office, contains the 
following: (1) Type of review requested, e.g., new, revision, 
extension, existing or reinstatement; (2) Title; (3) Summary of the 
collection; (4) Description of the need for, and proposed use of, the 
information; (5)

Respondents and frequency of collection; and (6) Reporting and/or 
Recordkeeping burden. OMB invites public comment at the address 
specified above. Copies of the requests are available from Patrick J. 
Sherrill at the address specified above.
    The Department of Education is especially interested in public 
comment addressing the following issues: (1) Is this collection 
necessary to the proper functions of the Department, (2) will this 
information be processed and used in a timely manner, (3) is the 
estimate of burden accurate, (4) how might the Department enhance the 
quality, utility, and clarity of the information to be collected, and 
(5) how might the Department minimize the burden of this collection on 
the respondents, including through the use of information technology.

Office of the Under Secretary

    Type of Review: New.
    Title: Evaluation of the Eisenhower Professional Development 
Program: State and Local Activities.
    Frequency: One time.
    Affected Public: Not-for-profit institutions; State, local or 
Tribal Gov't, SEAs or LEAs.
    Annual Reporting and Recordkeeping Hour Burden:
      Responses: 4,313.
      Burden Hours: 3,817.
    Abstract: The Planning and Evaluation Service is conducting a 
three-year study to examine the Eisenhower Professional Development 
Program and to report on the progress of the program with respect to a 
set of Performance Indicators established by the Department of 
Education. The evaluation will provide information on the types of 
professional development activities supported by the program, the 
effects of program participation on classroom teaching, and the quality 
of program planning and coordination. Clearance is sought for a 
National Profile, In-Depth Cases, and a Longitudinal Study of Teacher 
Change, to be conducted during the 1997-1998 school year. Respondents 
include teachers, educational administrators, and professional 
development providers.

Office of Elementary and Secondary Education

    Type of Review: Reinstatement.
    Title: State Performance Report--Title I, Parts A & D, Elementary
and Secondary Education Act (ESEA) as amended, Helping Disadvantaged 
Children Meet High Standards.
    Frequency: Annually.
    Affected Public: State, Local or Tribal Gov't, SEAs or LEAs.
    Annual Reporting and Recordkeeping Hour Burden:
      Responses: 53.
      Burden Hours: 49,302.
    Abstract: Under Title I Parts A & D of ESEA, States and their LEAs
are required to collect, disaggregate and report data on participation 
and performance. Under Section 1501(b), the Secretary may collect those 
data and, under Section 14201(d), the Secretary requires review of the 
use of Title I consolidated administrative funds.
