Notice of Proposed Information Collection Requests

AGENCY: Department of Education.

ACTION: Proposed collection; comment request.

SUMMARY: The Acting Deputy Chief Information Officer, Office of the 
Chief Information Officer, invites comments on the proposed information 
collection requests as required by the Paperwork Reduction Act of 1995.

DATES: Interested persons are invited to submit comments on or before 
November 24, 1997.

SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act 
of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management 
and Budget (OMB) provide interested Federal agencies and the public an 
early opportunity to comment on information collection requests. OMB 
may amend or waive the requirement for public consultation to the 
extent that public participation in the approval process would defeat 
the purpose of the information collection, violate State or Federal 
law, or substantially interfere with any agency's ability to perform 
its statutory obligations. The Acting Deputy Chief Information Officer, 
Office of the Chief Information Officer, publishes this notice 
containing proposed information collection requests prior to submission 
of these requests to OMB. Each proposed information collection, grouped 
by office, contains the following: (1) Type of review requested, e.g., 
new, revision, extension, existing or reinstatement; (2) Title; (3) 
Summary of the collection; (4) Description of the need for, and 
proposed use of, the information; (5) Respondents and frequency of 
collection; and (6) Reporting and/or Recordkeeping burden. OMB invites 
public comment at the address specified above. Copies of the requests 
are available from Patrick J. Sherrill at the address specified above.
    The Department of Education is especially interested in public 
comment addressing the following issues: (1) Is this collection 
necessary to the proper functions of the Department, (2) will this 
information be processed and used in a timely manner, (3) is the 
estimate of burden accurate, (4) how might the Department enhance the 
quality, utility, and clarity of the information to be collected, and 
(5) how might the Department minimize the burden of this collection on 
the respondents, including through the use of information technology.

Office of Educational Research and Improvement

    Type of Review: Reinstatement.
    Title: 1999 National Study of Postsecondary Faculty (NSOPF--99): 
Faculty Questionnaire.
    Frequency: One Time.
    Affected Public: Individuals or households.
    Reporting Burden and Recordkeeping:
      Responses: 25,000.
      Burden Hours: 19,550.
    Abstract: The third cycle of the NSOPF is being conducted in 
response to a continuing need for data on faculty and instructors. The 
study will provide information about faculty in postsecondary 
institutions which is key to learning about the quality of education 
and research in these institutions. This study will expand the 
information about faculty and instructional staff in two ways--allowing 
comparisons to be made over time and examining critical issues 
surrounding faculty that have developed since the first two studies. 
This clearance request covers field test and full scale activities for 
the second phase of the study--collection of information from a 
nationally representative sample of faculty and instructional staff at 
postsecondary institutions. This information, together with information 
collected in the first phase of the study (1850-0665) on the 
institutions themselves, will provide a source of descriptive, 
analytical, trend and policy relevant research on the way postsecondary 
education functions.

Office of Special Education and Rehabilitative Services

    Type of Review: New.
    Title: Uniform Data System for Assistive Technology Devices and 
Services.
    Frequency: On occasion.
    Affected Public: Individuals or households; State, local or Tribal 
Gov't, SEAs or LEAs.
      Annual Reporting and Recordkeeping Hour Burden:
      Responses: 1,346.
      Burden Hours: 271.
    Abstract: Assistive technology (AT) devices and the services can 
increase opportunities for education, employment, independence, and 
integration for persons with disabilities.

However, many of these individuals have not gained access to AT, 
despite several federal initiatives to address their AT needs. This 
data collection will allow the Department of Education to assemble 
information on the types of AT currently used by this nation's disabled 
and the funding sources for these devices and services, as specified in 
the Technology-Related Assistance for Individuals with Disabilities 
Act, as amended. Subjects will represent two groups: AT service 
providers (e.g., district special education coordinators, vocational 
rehabilitation counselors, and state AT project personnel) and (B) 
consumers of AT devices and services.
