Communication Access Programs

Nevada’s Communication Access Programs are funded by telephone users through a small monthly surcharge on phone lines in the state (NRS 426.255). Funds are collected by the Public Utilities Commission and administered through ODS.  There are five entities funded by the surcharge: 

Relay Nevada

This service enables people with speech and hearing disabilities to use their equipment to access the phone system. This service is provided by Sprint.

Equipment Distribution

Through this program, qualifying Nevadans with hearing and speech disabilities can receive free equipment needed to access the phone system through Relay Service. 

Advocacy

Community-based advocacy and resource centers can assist people with communication disabilities to access resources; to apply for and navigate programs like Social Security, Welfare, Vocational Rehabilitation, and education; and to get interpreters and other accommodations in the medical and legal systems.

Both equipment and advocacy programs are located in Las Vegas, Las Vegas and Sparks; also serving rural areas.

Interpreter/CART Website

This is a new program established to enable agencies and individuals to access interpreter and captioning services for deaf and hard of hearing individuals.  The website will include detailed information on interpreters and CART professionals working in Nevada, and general information on related issues.  

ODS is also charged with regulating the interpreting and captioning professions; the website will help interpreters, CART professionals, and purchasers of their services to comply with statutes and regulations. 

Communication Access Council (CAC) This is an advisory committee consisting of mostly individuals with communication disabilities who advise the Office of Disabilities and the department regarding the telecommunication programs and activities.
