Robert M. Fenner is NCUA General Counsel. As General Counsel, he provides legal
advice to the Board and other NCUA offices, administers the agency’s
rulemaking policies and represents the agency in litigation proceedings.
Fenner joined NCUA as a staff attorney in 1974 and was
named assistant general counsel in 1977. He became deputy general counsel
in 1981 and was selected to serve in his current position in 1985.
A native of St. Joseph, Mo., Fenner is a graduate of the
University of Kansas and received is juris doctor degree from George
Washington University National Law School in Washington, D.C.
