Agency heads or their designees may authorize exceptions from screening requirements; provided, (a) there are compelling circumstances clearly in the Government's interest and (b) the contracting agency prepares a written notice, including justification, and provides a copy to General Services Administration, Office of Governmentwide Policy, Office of Transportation and Personal Property (MT), 1800 F Street NW., Washington, DC 20405, and the contract administration office 10 days before the effective date of the exception.
