Capital Planning Guide  - The purpose of this Guide is to provide professionals in the Federal Government a basic reference on principles and techniques for planning, budgeting, procurement, and management of capital assets. The Guide should help Federal agencies to achieve “world class” recognition for these activities and achieve the maximum return on these investments. The guidance integrates the various Administration and statutory asset management initiatives (including GPRA, Clinger/Cohen Act, FASA, and others) into a single, integrated capital programming process to ensure that capital assets contribute to the achievement of agency strategic goals and objectives.   03-08-2007
Section 300- Planning, Budgeting, Acquisition & Management of Capital Asset  - OMB Circular A-11 Part 7 describes the OMB Exhibit 300 as a format to demonstrate to agency management and OMB that it has employed the disciplines of good project management, represented a strong business case for the investment, and met other Administration priorities to define the proposed cost, schedule, and performance goals for the investment if funding approval is to be obtained.   03-08-2007

OMB Circulars  - This links to the OMB Circulars. The term budget means the President's budget—The Budget of the United States Government. The budget consists of several volumes that set forth the President's financial proposal with recommended priorities for allocating resources. The main Budget volume contains the President's budget message and other broad statements of policy. The Appendix contains detailed information by agency, bureau or program group, budget accounts, programs, and activities. Other volumes, such as Analytical Perspectives and Historical Tables, provide complementary views of the budget. Most of the information contained in the budget is, or is based on, information you submit for your agency and programs in response to this Circular.   03-08-2007
