State Managed Personal Property Centers

GSA has a property management program to assist federal agencies in the storage of excess personal property. State Managed Personal Property Centers are open for business in many states as a joint service offered by GSA and the State Agencies for Surplus Property.

These centers provide storage of excess/surplus personal property during the disposal process. The only cost to the federal agency is for transportation of the property to the centers.

The State Managed Personal Property Center serves as custodian during the disposal process and ensures screening as required in the Federal Management Regulations. After federal and state screening, property not transferred will be offered for sale to the general public from the center's location.

Exchange/sale and reimbursable property will be accepted and fees negotiated on a case-by-case basis. Accountability of the property remains with the federal agency until final disposal. It should be noted that scrap and hazardous property will not be accepted.

In all cases, the agency will need to notify the property office either by email, telephone, or fax of the "report number" and the agency's interest in using this service. For additional information, contact a Personal Property Management Office representative.

An agency has the option of reporting property using one of three methods:

  • Electronically through GSAXcess®, the customer's online interface to the Federal Disposal System (FEDS);
  • Use of SF120, Report of Excess Personal Property; and
  • Use of SF126, Report of Personal Property for Sale.
