Office of Design and Construction Building Security Technology Program (BSTP) Team William Hirano GSA's Building Security Technology Program (BSTP) team is responsible for developing the policy and requirements for building security used in the design and construction of GSA buildings. The BSTP team performs explosive testing, develops design tools, and provides technical assistance to project managers. This program supports the mission of GSA as well as other federal agencies and departments.
