The following is a directory of resources for black lung claimants. The directory contains contact information for non-profit black lung clinics nationwide, the Black Lung Clinic at Washington and Lee School of Law, and OWCP's district directors offices. The primary purpose of the non-profit clinics is to provide medical care to coal miners. However, these clinics as well as the district directors' offices maintain lists of attorneys and lay representatives who practice in their areas and who may be able to assist a miner or survivor in the Federal black lung claims process.


IMPORTANT NOTICE:  The regulations at 29 C.F.R. § 18.35 provide the following:

The Office of Administrative Law Judges does not have authority to appoint counsel, nor does it refer parties to attorneys.

Therefore, a judge cannot provide the name of a specific attorney to represent you.  However, you may find the attached information useful.  This document contains the names, addresses, and phone numbers of Black Lung Clinics and District Directors’ offices across the country as well as information pertaining to the Black Lung Clinical Program of a law school. 

If you contact one or more of the sources listed in this document, they may be able to assist you in obtaining legal representation for your Federal black lung claim.  The Office of Administrative Law Judges does not, however, endorse or warrant the performance of any representative you obtain through a source listed in this document.
