Interagency Mail Policy Council Charter

The Official Charter for the IMPC pursuant to 44 USC 2904 (c)(4) by the Administrator of GSA OAD P 5420., Charter No. 44 outlines the functions, official designation, membership, meetings and records and reports.

Interagency Mail Policy Council Charter

1. Official designation:

The name of this committee is the Interagency Mail Policy Council (IMPC).

2. Background:

Pursuant to 44 USC. 2904(c)(4), the Administrator of General Services has the responsibility "to establish such interagency committees and boards as may be necessary to provide an exchange of information among Federal agencies with respect to records management" 44 USC 2904(c)(4).

3. Purpose:

The purpose of the IMPC is to provide a setting for a collaborative partnership in mail communications. The objectives of this partnership are to increase the efficiency of mail as a critical tool that Federal agencies use to accomplish their missions and to reduce the overall cost of the mail.

4. Functions:

The functions of the Council include, but are not limited to:

a. Facilitating the exchange of information among Federal agencies and all other stakeholders;
b. Developing practical, professional principles and standards for all facets of Federal mail management;
c. Facilitating the development and use by agencies of performance measures for mail management;
d. Collecting and disseminating information on, and participating in the development of, training programs and technological developments;
e. Making recommendations for new or revised legislation, policies and practices regarding mail communications;
f. Identifying and sharing practices, policies, procedures and automated systems that reduce costs and/or enhance mail management and delivery;
g. Encouraging enhanced customer service; and
h. Conducting appropriate studies reviews and projects.

5. Structure:

a. The Council consists of representatives from interested agencies representing the mail program area;
b. IMPC Working Groups consist of representatives from interested agencies; they are established by direction of the IMPC chair.
c. The IMPC is chaired by the Deputy Associate Administrator, Office of Transportation and Personal Property, GSA.
d. Chairs of the IMPC working groups are selected by, and serve at the pleasure of, the IMPC chair.

6. Membership:

The IMPC consists of representatives designated by any and all Executive agencies interested in mail communications. Each representative has substantial experience and interest in mail communications in the agency they represent.

7. Meetings:

Council meetings are called by the IMPC Chair on a periodic basis;
Working Group meetings are called by the working group chair, as required by the nature and purpose of the group.

8. Records and Reports:

The IMPC Chair is responsible for keeping records of minutes of each meeting including a record of the persons present, a complete description of the matters discussed and conclusions reached, and copies of reports received, or approved by the committee and disseminates administrative documents as necessary. The Chair prepares any reports necessary to accomplish the committee's objectives and to keep agency officials advised.
