PURPOSE OF THE AGREEMENT: To establish interagency procedures through which the Bureau of Reclamation and the FHWA will administer emergency relief funds under the Emergency Relief for Federally Owned Roads (ERFO) Program. This agreement covers emergency relief for the repair of reconstruction of public roads that have been declared to have suffered serious damage as the result of a natural disaster over a wide area or catastrophic failure from any causes. The Federal Lands Highway Divisions have the responsibility to administer the emergency relief at the field level. Funds for this program are provided under Title 23 United States Code 125.
