PURPOSE OF THE AGREEMENT: To establish interagency procedures through which the FHWA and the BIA will administer emergency relief for Federal roads not on the Federal-aid system. The agreement addresses the authority to make findings for emergency relief for the repair of reconstruction of Indian reservation roads and bridges that have been declared to have suffered serious damage as a result of a natural disaster over a wide area of catastrophic failure. The Federal Lands Highway Divisions have the responsibility to administer the emergency relief at the field level. Funds for this program are provided under Title 23 United States Code 125. Amendment 1 delegated this authority.
