GSA: Supporting agency customer compliance with OMB Memorandum 05-22

OMB Memorandum requires that an agency's backbone (aka "network core") be capable of transmitting both IPv4 and IPv6 traffic, and supporting IPv4 and IPv6 addresses by June 30, 2008. This is the first step in an Agency's transition to IPv6.
