Railcar Inspection Guide (RIG)
The Technical Support Working Group has released the Railcar Inspection Guide (RIG) for use in the physical inspection of rail cars in and entering U.S. Government controlled areas, as well as along rail lines used by these railcars, for any large hidden improvised explosive devices, weapons of mass destruction, and other contraband within their jurisdiction.
The RIG is a 137-page guide that provides guidelines to security personnel assigned the responsibility of assessing and screening rail cars for improvised explosive devices, weapons of mass destruction, and other contraband. The information is meant to be applied in conjunction with previous training, experience, and standard procedures and policies.
The RIG provides a standardized rail car inspection process with an illustrated walk-through for the user to conduct a methodical search of rail cars, paying particular attention to the visible signs indicating the presence of hidden explosives onboard or within the car’s structural components. The guide highlights important design features of rail cars that affect the car’s use as a large bomb and provides indications of the typical uses and cargo of rail cars and discuss conditions that may indicate an enhanced threat for a given type of car. It is printed on waterproof paper, spiral bound, and suitable for field use.
The RIG is a restricted document available only to Federal, Allied, State, and local governments involved in security and counter-terrorism activities. Contractors providing security services to these agencies may also procure the document. All orders must first be confirmed by the Technical Support Working Group (TSWG) prior to being sent to the Government Printing Office (GPO).
