GSA Region 4 Building Images

The Southeast Sunbelt Region provides federal employees with 41.7 million square feet of space in Alabama, Florida, GeorgiaKentuckyMississippiNorth CarolinaSouth Carolina and Tennessee. This comprises 140 government-owned and 1,297 leased buildings serving 253 federal agencies and housing 93,000 employees..

The Southeast Sunbelt Region has GSA's largest construction/renovation program with workspace projects for agency clients totaling $1.6 billion in capital projects, $33 million in minor repair and alterations projects, and $373 million in reimbursable projects.

Here are just a few of the services GSA provides:

• Leases space to federal customer agencies.
• Repairs, alters, and renovates existing facilities.
• Constructs new federal buildings and courthouses.
• Operates child care facilities in federal properties.
• Disposes of real property for GSA and other federal agencies.
• Practices energy conservation, build green, and recycle.
• Preserves and maintains more than 60 historic properties in the federal government's inventory.
• Commissions the country's most talented artists to create artwork for new federal buildings and conserve a substantial inventory of artwork from the past.

The Southeast Sunbelt Region is the proud steward of 62 historic properties, more than any GSA region outside of Washington, DC. The historic inventory ranges from pre-civil war customhouses to mid-century modern buildings from the 1950s. The buildings range in size from the huge, award winning Gene Snyder Courthouse in Louisville, KY, to the simple Gnann House in Plains, GA, home of President Jimmy Carter's Secret Service detail.

The Region recently added another antebellum building to its inventory, Memorial Hall in Natchez, MS, a former school hall that is being adapted for use as a federal courthouse through a unique partnership between local, state, and federal governments.

Throughout the Southeast, our historic buildings provide a tangible connection between communities and the history of their nation, reinforcing the federal government's ongoing commitment to maintaining our country's historic resources.

Art Programs

  • Fine Arts Collection: 444 works
  • Art in Architecture: 78 works

Childcare

  • R4 has eight centers in five states, caring for over 689 children on a daily basis.  A ninth center sponsored by the Social Security Administration, opened in Birmingham, Alabama, in February, 2009.
  • Eighty-seven percent of eligible centers are accredited by the National Association for the Education of Young Children (NAEYC).

Courthouse Programs

  • During FY 2008, one courthouse was under construction at a total project cost of almost $150 million.  No courthouses were completed in 2008.  However, three other courthouses were in progress in 2008 in this region (either site or design phases). 

Customer Satisfaction

  • For 2008, Region 4 received a score of 74% versus a target of 72%. 

Federal Employment

  • PBS in Southeast Sunbelt Region has 578 employees. 

Energy

  • At the completion of FY 2008, PBS Region 4 reported reduced energy usage of 4.27% (in BTUs/GSF) as compared to last year.  We are 13.2% below our 2003 baseline and are in compliance with the Energy Independence and Security Act (EISA) of 2007 energy reduction mandates.

Federal Tenants

  • Number of Agencies: 253 total agencies
  • Number of Tenants: Almost 93,000 occupants in PBS controlled space.

Historic Buildings

  • Region 4 PBS manages 62 historic buildings including four contributing buildings to National Historic Landmark Districts.

LEED Certified Buildings

  • One government owned.

Energy Star Buildings

  • Certified: 11 buildings (ten government owned, one leased).

Operating Costs

  • Region 4 ended FY 2008 with combined cleaning and maintenance costs at only 2.1% above comparable private sector costs, based on costs per rentable square foot.

Outleased Space

  • 136 outleases across the region.

Property Disposals

  • Property Disposal transferred or sold fifteen surplus properties for the federal government during FY 2008, valued at over $18.3 million.
  • Since GSA’s restructuring, Property Disposal has transferred or sold 42 assets for PBS valued at $74.6 million.  Of the $74.6 million, $59.3 million was returned to the Federal Building Fund.

Recycling

  • In 2007, our region recycled over 1,471 tons of paper, aluminum, and other traditional recyclable materials. Additionally, another 109 tons of construction materials were recycled.  Cost Avoidance was $115,312.  Current Statistics are not yet available for end of year 2008. 

Revenue

  • In FY 2008, our region was challenged with a high level of volatility in its monthly billing activities, with many organizational and operational issues contributing to the rent unpredictability.  Our personnel devoted their efforts to assure the full collection of program rent for FY 2008, and ended the fiscal year with $779.6 million in revenue, an increase of $27 million above the original FY 2008 estimate of $752.3 million.
