Region 4 Federal Acquisition Service Noteworthy Accomplishments

Assisted Acquisition Services (AAS)

The Next Generation Technical Services contract was awarded by AAS to GSA industry partner, Lockheed Martin on behalf of the Department of Defense High Performance Computing Modernization Program. The contract is valued at an anticipated $344.2 million, and calls for operation and maintenance of the high performance computing centers at four major Department of Defense scientific research sites. Contract operations commenced June 1, 2008.

A new $70.6 million project for the National Guard Bureau's Consequence Management Support Center was awarded by the Region 4 AAS Team, with assistance from Region 2. GSA exceeded the customer's expectations by awarding this project in a record time of 39 days. The award was made to an Alaskan Native Corporation, NANA Pacific, LLC, and provides logistics, maintenance, and rapid response support to the National Guard Bureau. Fleet Services

As we start this new year the 2009 model vehicles have already begun to arrive.  Sixty percent of this years' new vehicle purchases are Alternative Fuel Vehicles (AFVs), demonstrating GSA Fleet's continued commitment to providing environmentally friendly vehicles.

Other Fleet Services of interest:

  • The new and improved GSA Fleet Drive-Thru website giving you application access to real time reports for monitoring and management decisions. 
  • A new Alternative Fueling Station locator with mapping resources. 
  • The new Fleet Citibank Wright Express (WEX) Card for the purchase of fuel and minor maintenance. 
  • A 60-day Short Term Rental Program to provide customer's with options not covered with long term Fleet leasing. 
  • Get Odometer Readings at the Pump (GORP) a wonderful tool for reporting vehicle mileage when you fill your gas tank. 
  • Vehicle Monitoring using the latest GPS technology to maximize utilization and improve safety and hazardous driving practices. 
  • Driver Training, a free on line defensive driving training course available to all GSA Fleet customers. 
  • Collision Repair Accident & System History (CRASH) a database that provides GSA Fleet customers access to comprehensive data for all accidents their vehicles have been involved in.

With GSA Fleet, customers benefit from the convenience of a one-stop shop for all fleet management related products and services.

Network Services Division (NSD)

NASA's Kennedy Space Center (KSC) was signed as a new local telecommunications customer. KSC’s requirement for 22 Primary Rate Interface (PRI) Integrated Services Digital Network (ISDN) circuits was satisfied through the Region 4 awarded, competitive GRITS local telecommunications services contract. The new service supports KSC’s voice telecommunications requirements and covers 20,000 working NASA telephone numbers. The service was successfully switched from NASA's contract carrier over to the GSA/ATT team on May 16, 2008. Value: $660,000 (over five years of recurring monthly service). The GRITS contract was developed by regional telecommunications program staff.

NSD also provided an existing local telecommunications service client, the Centers for Disease Control and Prevention (CDC), with a nationwide project solution. The CDC sought to re-architect their existing WAN hardware design and implement changes to increase the level of performance and services to all CDC remote offices. Network equipment was upgraded to support real-time services including MPLS, IP-video, IP-voice, and a redundant network matrix of data connectivity. CDC utilized NSD’s certified project managers and GSA Schedule 70. The year long project was finished in April 2008. Value: $4,238,000

The SESB has one of the largest construction/renovation programs within GSA: agency client workspace projects total $1.6 billion in capital projects.

Region 4 Public Buildings Service at a Glance

Size, Ranking, Financial and Uniqueness

The Southeast Sunbelt Region’s Public Buildings Service (PBS) is comprised of over 570 associates spread across eight southeastern states.  At the end of fiscal year 2008 (FY08), PBS managed 140 federally-owned facilities and leased space in 1,297 commercially-owned facilities, totaling almost 42 million rentable square feet (17.6 million owned and 24 million leased).  Our rentable square feet total is second among GSA regions only to the National Capital Region.  In FY08 the Region had a revenue of more than $807,680,000 (third nationally).  The Region managed the largest number of client billing records (CBRs) in the country (3,458), which represents over 16% of the national workload.  While managing this, the Region kept the vacancy rate down to 2.9% overall in FY08.  The Region’s top customers, based on rent and revenue, are (in order):  Judiciary, SSA and IRS.  Our top customers for space are very similar: Judiciary, IRS and SSA (in order).  Moreover, the regional PBS manages 62 historic buildings including four contributing buildings to National Historic Landmark Districts and oversees robust art programs, which include 444 works in the Fine Arts Collection and 78 works in the Art in Architecture program.  The Southeast Sunbelt Region is very proud of all the hard work our employees have done on our performance measures, particularly in the areas of Minor R&A projects (% of budget obligated and obligated on planned projects), construction projects (on budget and on schedule), and vacant space. 

Energy and Environment

Prior to President Obama’s focus on energy management and environmental goals, the Southeast Sunbelt Region was making great strides in these areas.  At the completion of FY08, the Southeast Sunbelt reported reduced energy usage of 4.27% (in BTUs/GSF) as compared to FY07.  We are 13.2% below our 2003 baseline and are in compliance with the Energy Independence and Security Act (EISA) of 2007 energy reduction mandates.  We have one owned LEED certified building and have begun to certify a number of employees as LEED Certified Accredited Professionals (five APs thus far in existing buildings and two APs in new construction).  Finally, the John J. Duncan Federal Building in Knoxville, TN was the 2008 recipient of the BOMA International Earth Award.  This building is the first of GSA’s national assets to win this prestigious award which recognizes environmentally sound office building management practices and honors building management teams that preserve and enhance the internal and external environment through an all-around green program.
