Surveillance, Collection, and Operations Support (SCOS)

Mission: Identify, prioritize, and execute research and development projects that satisfy interagency requirements supporting intelligence gathering and special operations directed against terrorist activities.

Project Funding

Funding targets projects that enhance U.S. intelligence capabilities to conduct retaliatory or pre-emptive operations and reduce the capabilities and support available to terrorists.

Focus Area Product Catalogs

SCOS focus areas reflect the prioritized requirements of the Intelligence Community.

Most SCOS programs are classified or highly sensitive. Program requirements, the success of programs, and the specific capabilities of these programs cannot be shared publicly; however, the details of products that are appropriate for public notice will be posted in the focus area.

Traditional Surveillance

Traditional Surveillance sponsors projects that improve the quality of intelligence collection and work to develop and advance capabilities for the collection and enhancement of video, imagery, and audio surveillance.

Analytical Surveillance

Analytical Surveillance

Analytical Surveillance sponsors projects that improve the means to detect terrorists by developing automated tools for terrorist identification using biometrics; pattern, voice, and speaker recognition; and database technologies.

Information Operations Support

Information Operations Support

Information Operations Support sponsors projects that develop and improve tools to degrade, disrupt, deny, or destroy both analog and digital adversary information and information systems. Technologies emphasize initiatives critical to tactical intelligence and military direct-action operations, such as to intercept, identify, and locate electronic emissions for the purpose of immediate threat reduction and targeting.

C4ISR

C4ISR

C4ISR sponsors projects that develop and improve the ability to locate, identify, and track terrorists and terrorist activities. Programs and initiatives critical to intelligence and military operations, such as tagging, tracking, and locating; special sensors; and covert communications are central themes.

Language and Cultural Program for Combating Terrorism

Language and Cultural Programs

Language and Cultural Programs sponsor projects that develop tools to assist deployed forces in language and cultural knowledge and awareness. Products focus on the automated translation capabilities that aid human translators; rapid creation of a translation capability for additional languages; rapid customization of new subject domains; and language learning at various levels of proficiency for continuing education purposes or as preparation for operational assignment. Capabilities also address collection of language data from various sources. Products promote the development of new approaches to the rapid exploitation of language from large volumes of unconstrained sources with specific improvement in searching, filtering, organizing, and navigating multilingual mixed-media data.
