The Robert A. Young Federal Building, sometimes referred to as the "RAY" building, stands 20 stories tall and provides functional office space for many federal agencies.

Built in 1931, the building was originally a warehouse for the Terminal Railroad Association of St. Louis before the federal government acquired it in 1941. It is eligible for listing on the National Register of Historic Places.

Hours of Operation

The RAY building is open 6:00 a.m. - 6:00 p.m., Monday – Friday. Visitors must have a valid ID and must enter in through the security checkpoint at the main lobby. The individual’s ID badge must be worn at all times while in the building.

Parking

There is parking available around the building and in the immediate vicinity surrounding the building. Parking spaces next to the building are also available for tenants to lease from GSA.

Building Amenities

Cafeteria

The cafeteria is located on the first floor beyond the main lobby. Hours of operation are Monday – Friday, 6:00 a.m. - 9:30 a.m. for breakfast and 10:45 a.m.- 1:30 p.m. for lunch.

Snacks and drinks are served from 9:30 a.m. - 10:45 a.m. The cafeteria menu is changed daily and offers a variety of choices for the tenants of the building. Please click on the document below to view the current menu.

Jazzman Café

The Jazzman Café coffee cart is located in the lobby and offers a wide variety of coffee-like drinks, as well as sandwiches and other types of food. The Jazzman Café is open from 6:30 a.m. - 2:30 p.m.

In addition to the food and drink, the Jazzman Café also offers jazz tunes while customers wait for their order.

Convenience Stores

There are two convenience shops run by Rehab for the Blind located in the RAY building. One is located on the first floor next to the entrance of the cafeteria. It is open from 6:30 a.m. - 3:30 p.m., Monday through Friday. The other convenience shop is on the ninth floor hallway just south of the west bank of elevators.

Fitness Center

The fitness center is located in the basement of the RAY building. It is accessible 24 hours a day to federal employees with the proper building badge and gym badge. The fitness center is staffed Monday - Wednesday from 6:00 a.m. - 3:30 p.m., Tuesday and Thursday from 9:30 a.m. - 6:00 p.m., and Fridays from 10:00 a.m. - 2:00 p.m. Federal tenants may pay an annual membership fee to use the gym and its facilities.

Credit Unions

There are two credit unions: Gateway Regional Credit Union, located on the first floor and Gateway Metro Credit Union, located on the third floor.

Gateway Regional Credit Union is open Monday - Friday 8:00 a.m. - 4:00 p.m.

Gateway Metro Credit Union is open Monday - Friday 7:30 a.m. - 4:00 p.m. and closed between 1:00 p.m. - 2:00 p.m. for lunch.

Child Care Center

The Rainbow Castle Child Care Center is located in the RAY Federal Building and is open from 6:00 a.m. - 6:00 p.m. Federal agency employees interested in obtaining childcare services should review the information on the Heartland Region's Child Care Services page.
