Thank you for your interest in the ITDS program. The ITDS program supports federal agencies with missions tied to import and export security, regulation, and/or analysis as they prepare for, integrate their business requirements into, deploy and sustain U.S. Customs and Border Protection’s Automated Commercial Environment (ACE), a major modernization project.

Key Players
The ITDS Board of Directors ( Board of Directors ) , the U.S. Customs and Border Protection (CBP) ITDS team, and the ACE Support Team (AST) (the contracting group working with CBP to design and build ACE) are all dedicated to meeting your needs and ensuring your successful participation.

First Steps
Contact CBP ITDS Team Lead, Susan Dyszel at: (703) 650-3310 Susan.Dyszel@dhs.gov. Susan will answer your questions and work with you to schedule an informational briefing for your agency. She will also ensure that you are added to the ITDS Program Support Group (PSG) ( Board Committees ) meeting notification roster. The PSG provides a monthly forum for inter-agency discussion on all matters pertaining to participation in the ITDS program - it is an excellent opportunity to learn more about PGA participation in ACE.

Next Steps
Letter of Interest
Once the first steps are completed, your agency is requested to submit a statement-of- interest letter addressed to the ITDS Board Chairman. The signatory of this letter should be an agency official with the authority to confirm your agency’s interest in participation. ( Letter of Interest Template (doc - 25 KB.) )

Portal Access
CBP systems contain a variety of sensitive information which assists PGAs in achieving their statistical, enforcement and/or international trade missions. Access to CBP's ACE system by PGA personnel imposes certain security requirements on the PGAs to adhere to common procedures for security administration, incident reporting and security training and awareness. The PGA Access to CBP Portal briefing provides a summary of what is required in order for a PGA to obtain access to CBP's ACE system including Non Disclosure agreement, CBP background investigation requirements, and ACE Portal Access Application Form which are all required for PGA personnel to obtain an ACE user account, and safeguarding the CBP sensitive information from unlawful disclosure. ACE Support Team Agency Liaison
Once you’ve received confirmation from CBP, an AST Agency Liaison will be assigned to your agency and will contact your agency POC regarding participation in the ITDS Workshops . . .

Data Harmonization Integrated Product Team
The Data Harmonization Integrated Product Team (IPT) ( Board Committees ) captures, evaluates, and streamlines the ACE data needs of all PGAs. The harmonized data elements are then included in the ITDS Standard Data Set, which serves as a common data dictionary across the PGAs and is moving toward alignment with ACE data requirements and the international standards set by the World Customs Organization (WCO). The goal of this work is to support “single window” filing, a concept whereby the trade community will submit all of its federally mandated import and/or export data through the ACE single interface.

Government Support Network (GSN)
The Government Support Network (GSN) conference is held annually to provide updates on ACE development to participating agencies and other federal agencies wishing to learn more about ACE and the ITDS program. To have your agency POC listed on the GSN notification roster, send an email to: askitds@cbp.dhs.gov.

Participating Government Agency ACE Ambassadors
Effective communication about ACE is critical as CBP introduces the new operating system for CBP, participating government agency (PGA) users and the Trade community. The PGA ACE Ambassador Program has been created to enable CBP and PGAs to provide timely, consistent, and accurate information about the progress of ACE development and raise awareness of ACE. The successful implementation of the PGA ACE Ambassador Program will enable each agency to spread the word about ACE development and provide support for PGAs transition to the new system.
