Tactical Operations Support (TOS)
Mission: Identify, prioritize, and execute research and development projects that enhance the capabilities of DoD and interagency special operations tactical teams engaged in finding, fixing and finishing terrorists. This includes the development of capabilities for State and local law enforcement agencies to combat domestic terrorism.
The TOS subgroup provides technology solutions to assist "direct action" operational personnel in a variety of tactical missions and environments. Most often these solutions are in the form of rapidly prototyped and specialized equipment. Each material solution is specifically designed to provide enhanced mission effectiveness while assisting operational personnel in maintaining "situational awareness."
Project Funding
Tactical Operations Support represents seven percent of the TSWG FY08 program funding budget.
Funding targets projects that provide solutions that assist direct action personnel in a variety of tactical missions and environments.
Focus Area Product Catalogs
TOS focus areas reflect the prioritized requirements of offensive counterterrorism forces.
Most TOS programs are classified or highly sensitive. Program requirements, the success of programs, and the specific capabilities of these programs cannot be shared publicly; however, the details of products that are appropriate for public notice will be posted in the focus area.
Advanced Imaging Systems
Advanced Imaging Systems sponsor programs that enhance the visual perception or other imaging capabilities of tactical operators in all conditions and environments. Products include systems for close-in operations or that extend detection range. Focal points include improved reduced-visibility imaging in all environments; the development of independent vehicular or weapons-mounted systems for enhanced aiming, target designation, illumination, or range determination; and the development of hand-launched or weapons-launched systems that provide video and audio of the surrounding area. Specialized Access Systems
Specialized Access Systems sponsor programs that develop technologies to assist tactical assault forces in accessing objectives, evaluating tactical options, and supporting efficiency in operations while providing optimum safety for personnel. Product focus on the development of enhanced manual and dynamic breaching technologies for tactical assault teams; the development of clandestine defeat or override devices for building and vehicle entry points; and the development of hand-emplaced or standoff immobilization systems for vehicles, aircraft, or watercraft. Tactical Communications Systems
Tactical Communication Systems sponsor projects that develop flexible and enhanced communications capabilities in tactical scenarios. Products emphasize reducing equipment size and improving operator mobility and efficiency. Durability, concealment, innovative power sources, range, reception, battery life, ease of use, and low probability of detection/interception are also major considerations. The development of assured tactical communication connectivity in challenging environments such as buildings, caves, tunnels, shipboard, and underground bunkers is also a product element.
Offensive Systems
Offensive Systems sponsor projects that develop equipment and capabilities that enhance the effectiveness of small offensive tactical teams. Products focus on the development of specialized weapons, ammunition, detonators, distraction/diversion devices, and other unique personnel combat equipment. Systems that support sniper and counter-sniper operations; man-portable sensor systems; the coordination of emerging technology seminars; the development of handbooks or tactical/techniques reference guides for operators; and procedures that maximize operational effectiveness are also product elements.
